1To nurture and develop children and children-at-risk that will help them gain access to education, health services, values formation and other activities for them to have a strong moral foundation so they would become productive members of their respective communities.
2 To equip parents by conducting training, extending technical support and services, and documenting and disseminating good practices so they could become better partners in realizing the program goals and objectives.
3 To design and efficiently execute a holistic program that shall put together responsible stakeholders to help implement community-linked child-focused interventions to transform and empower child-friendly individuals and families.
4 To empower staff and volunteers to implement the program effectively and efficiently, thus developing proper stewardship of talents and resources.
5 To advance the capability and sustainability of Alay Pag-asa to deliver services effectively, efficiently, and sustainably through the adoption of purposeful organizational and resource development measures.

History
The phenomenon of street children in the Philippines started to gain attention in the early 1980’s. In 2000, there were about 240,000 street children in 22 cities nationwide. In Metro Manila, they are found in parks, busy street intersection and bus terminals. They are engaged in various activities such as begging, picking pockets and snatching, car washing/watching/parking, “barking”, scavenging, selling cigarettes, newspapers, flowers, and even sexual favors. Denied access to basic services and other forms of help that would contribute to their growth and development, they face a very bleak future. An increasing number are involved in prostitution, petty crimes such as snatching, pickpocketing and substance abuse. Government efforts on this daunting condition are not enough to arrest the situation. If nothing is done, they could further become liabilities in the society.
God loves them so much that their cries of despair reached Him. God’s compassion for them is evident in many passages of Scriptures such as Psalm 82:3-4, which says, “Defend the cause of the weak and fatherless; maintain the rights of the poor and oppressed. Rescue the weak and needy. Deliver them from the hand of the wicked.” Their only hope is in God. Convinced of this truth and in obedience to God’s command, a group of committed evangelical Christians who have worked extensively among street children and their families organized Alay Pag-asa Christian Foundation on April 28, 1990. As a non-stock, non-profit mission organization, its main purpose is to assist street children and their families to know Christ personally in their lives and enable them to become spiritually strong, economically productive and responsible members of our society.
Alay Pag-asa focused its first 14 years of operation on street children ministry where it has successfully reunited street children with their family and transformed hopeless to productive lives. Alay Pag-asa then embarked on community development where it had successfully organized communities and linked them to available resources and interventions for social progress, thus making its contribution to deter the influx of street children.
